story intro
Takato is a quiet and secretive person, and the early part of his route revolves around Yuki's discovery that he has some sort of secret, and how he tries (but fails) to sneakily learn what it is. Well, he succeeds in uncovering the secret, but fails in being sneaky about it.
Though Takato doubts Yuki's sincerity at first, he quickly realizes that Yuki doesn't have a deceptive bone in his body, and they quickly fall in love. He opens up to Yuki, revealing secrets he's kept hidden from everyone, and finds relief from some of the guilt he's been carrying. Everything seems to be going well for them, until Takato's mother comes to the school at the end of the Bell One with a rather selfish demand - and we learn that Takato's guilt goes even deeper than we thought.
personality
Takato seems like the stereotypical honor student: he's in all ultimate classes, takes his student council responsibilities seriously, and even speaks rather formally as practice for his quickly approaching adult life. He loves books and has a huge stash in the student council room as well as his own dorm room. In his role as secretary, he works to rein in Yuki and Kuya when they're getting too silly, and encourages them to focus on their tasks.
Though he seems a bit scary and can be harsh at times, Takato is kind and indulgent. Perhaps a bit too indulgent, considering the current state of the student council, stripped of power because no one had the heart to tell Ninosuke to stop accepting Joker's challenges. It's easy to point to Kuya, who is Ninosuke's best friend, but Takato's just as much of an enabler. In fact, Takato is making it easy for Ninosuke to keep hiding out at the school - he's leaving food for Ninosuke so he won't starve!
All this is based on outside observation, though. Takato is a secretive person, rarely talking about himself, always keeping the focus on others. What secrets lurk beneath that calm, stern exterior?

Sagimori Kuya - close friend
Kuya and Takato met in their first year, mostly by chance - they ended up sitting at the same table in the dorm cafeteria a few times, along with Ninosuke. Kuya eventually proposed that all three become the new student council. Despite their different personalities, they get along very well, and Kuya is one of the only people who knows Takato's secrets.
Hattori Ninosuke - close friend
Ninosuke was the student council president before Yuki came to school, so he's good friends with Kuya and Takato. We don't see much interaction between Takato and Ninosuke (Ninosuke is more closely tied to Kuya) but we know that Takato is the one who has been leaving food for Ninosuke to eat while he's hiding out at school, pretending to be missing.
Rajendra Ranjit Pachauri - stepbrother
Takato's mother married Dora-chan's father a few years before the start of the game, and the stepbrothers happened to meet at the school by chance. Part of the reason why Dora-chan became the RA of the school dorm was to have an excuse to spend extra time with his new stepbrother. He worries about Takato's busy schedule and encourages him to relax more and spend time with his friends instead of working all the time.
